Consider and Act on a Resolution approving the submission of a grant application to the US Department of Justice, Office on Violence Against Women (OVW) and authorizing the submission of the grant application by the City Manager or his designee. The grant proposal is for a Sergeant Position and the Development of a Specialized Program to Encourage Arrest Policies and Enforcement of Protection Orders. The three year funding period for this grant is from October 1st, 2013 ? September 30th, 2016, not to exceed $300,000. (PD/DS)
Consider and act upon award of bid to Jim Bowman Construction Company, L.P. and adoption of a Resolution authorizing the City Manager to execute a Standard Construction Contract for the 5th Street Reconstruction and Parkwood Sidewalk Improvements Project (Bid No. 1303-034) and authorizing construction phase contingencies (Engineering/AH)
Consider and act upon adoption of a Resolution authorizing the City Manager to execute a Professional Services Agreement between the City of Frisco and Kimley-Horn and Associates, Inc. to perform Design, Bid Package Preparation, and Construction Administration Services for County Road 26 (Rockhill Parkway to US 380). Consider and act upon approval of a Resolution authorizing the City Manager to execute a Relocation Agreement with Atmos Energy Corporation for relocation of natural gas facilities on Coit Road. (Engineering\JB)
Consider and act upon approval by Council of the renewal of a lease agreement for use of property as a snowcone stand location. (CMO/PH)
Consider and act upon authorization for the City Manager to submit two (2) Applications to the Texas A&M Forest Service for Texas Intrastate Fire Mutual Aid System (TIFMAS) Training Tuition Grant Assistance, reimbursing the City for firefighter training tuition costs (FIRE/LG).
Consider and Act on the adoption of a Resolution authorizing the City Manager to extend the contract with the Texas Amateur Athletic Federation for the Winter Games of Texas for 2014-2015. (CVB/MR)

Consider and act upon adoption of a Resolution repealing Resolution No. 13-01-09R and determining a public necessity to acquire certain property for public use by eminent domain for the purpose of, among other things, the construction, access, repair, maintenance and replacement of rights-of-way (in fee simple), water easements, slope easements, drainage easement, temporary construction easements and related improvements necessary for the Rockhill Parkway Project (from CR 26 to the Dallas North Tollway to East of SH 289); giving notice of an official determination to acquire property for said rights-of-way and easements; authorizing the City Manager to establish procedures for acquiring the rights-of-way and easements on said property, offering to acquire the rights-of-way and easements voluntarily from the landowner through the making of bona fide offers; authorizing the use of eminent domain to condemn, appropriating funds; providing for repealing, savings and severability clauses; and providing for an effective date.
